2014-02-08  — Rutherford County Sheriff Robert Arnold reported that one driver allegedly was smoking marijuana in a stolen car when teams of officers conducted bar checks Saturday night, authorities said.

Sheriff’s Deputy Matt King charged suspect Danny Collier, 26, of Johnson Street in Smyrna with DUI, driving on a suspended license, possession of marijuana and felony theft of the vehicle.

Collier allegedly possessed the illegal drug Ecstasy at the scene, said Sheriff’s Lt. Joe Gray. When booked into the jail, a search found Collier allegedly possessed cocaine hidden inside his body. He was additionally charged with felony possession of cocaine and bringing contraband into a penal institution. Collier was released from jail two days ago.

Tennessee Highway Patrol troopers, Murfreesboro Police and Sheriff’s Office deputies conducted the bar checks and a sobriety checkpoint Friday on Rutherford Boulevard in Murfreesboro. Troopers and sheriff’s deputies conducted bar checks in Smyrna and a checkpoint on Northwest Broad Street Saturday night.

Troopers, police and deputies charged eight drivers with DUI, the THP reported.

Sheriff Robert Arnold said salaries of deputies involved in the DUI enforcement effort were paid by funds from the Governor’s Highway Safety Office.

“We are happy to partner with GHSO, the Tennessee Highway Patrol and Murfreesboro Police to remove drunk drivers off the streets through the bar checks and sobriety checkpoints.”

During the checkpoint and bar checks, troopers, police and deputies also recovered marijuana and Schedule II pills, the THP reported. They made two felony drug arrests, three misdemeanor drug arrests and a total of seven misdemeanor arrests. They recovered one weapon.

Officers issued a total of 66 citations including violations of the seat belt, insurance, open container and registration laws. They issued 10 warnings.

2014-02-09 — A suspected drunk driver going in the wrong direction on the 60 Freeway in Diamond Bar was traveling faster than 100 mph when she caused an accident early Sunday that killed six people, witnesses told the California Highway Patrol.

Olivia Carolee Culbreath, 21, of Fontana, has been arrested on suspicion of felony driving under the influence and felony manslaughter, said Rodrigo Jimenez, a CHP spokesman.

Culbreath is in serious but stable condition at Los Angeles County/USC Medical Center with a broken femur and a ruptured bladder, Jimenez said. She was conscious and was questioned by authorities, Jimenez added.

She was heading east on the westbound 60 Freeway about 4:40 a.m. when her red Chevrolet Camaro collided head-on with a red Ford Explorer, authorities said. Another vehicle was also involved in the accident, Jimenez said. At least two people were ejected from their vehicles, he said.

Four people were pronounced dead at the scene, and two people died at UC Irvine Medical Center, authorities said.

Five of the people killed were women and one was a male, authorities say.

The victims included a 24-year-old woman from Chino and a 24-year-old woman from Rialto, said Lt. Fred Corral of the coroner’s office. Both were passengers in Culbreath’s car. Another victim, a 47-year-old male is believed to have been a passenger in the Ford Explorer.

  • BELMONT, NC — 2014-02-09 —Troopers say Lavon Ramsey has died after being hit by a car in Belmont around noon on Saturday.Troopers say the driver of the car, Belinda Strange Hudspeth, was driving an SUV when it ran off the right side of Perfection Avenue, hitting a small fence, mailboxes, and a handful trash cans.The SUV continued into a front yard and hit Ramsey who was thrown into the road according to the North Carolina Highway Patrol.

    Ramsey was rushed to the hospital but has passed away, troopers say.

    North Carolina Highway Patrol says the cause of the crash is related to distracted driving, and Hudspeth taking prescription drugs.

    Gaston County Jail officials have confirmed Hudspeth is now facing several charges that are still pending.

    The pending charges include reckless driving, failure to carry a valid drivers licence, DWI, text/email violation, and murder according to the Gaston County Jail website.

A 32-year-old Beaumont man accused of causing a crash that killed a high school student remains in the Jefferson County Jail on an unrelated charge.
Kelvin Lee Roy was taken into custody around 12:30 p.m. Sunday on a warrant out of Jefferson County for possession of marijuana.
 At last check Roy was in the jail held on a $250 bond.
Vidor Police Chief Dave Shows tells 12News no arrest warrant has been issued at this time from Orange County. Investigators are still gathering evidence to support a warrant.
12News has learned from a Jefferson County Jail intake officer that Roy is under a mental health watch and is not answering any questions.
The Vidor Police Department says Roy was driving the white Mercury Sable that crashed into the Honda minivan carrying Alexandria Bertrand Friday night.

The high-speed party cruise that ended the lives of six people at Diamond Bar on the 60 Freeway on Sunday morning will be leaving families reeling for years and one young woman facing prison, perhaps for the rest of her life.  The Los Angeles County coroner’s office identified the deceased as Kristin Melissa Young, 24 of Chino; Maya Louise Culbreath, 24, of Rialto; Gregorio Mejia-Martinez, 47, of Huntington Park; Ester Delgado (age unknown) of Huntington Park; Leticia Ibarra, 42, of Huntington Park; Jessica Jasmine Mejia, 20, of Huntington Park. The coroner’s office said Gregorio Mejia-Martinez and Leticia Ibarra were married.

Their daughter, Jessica Mejia, and another relative, Ester Delgado, were also killed. The suspected drunk driver, Olivia Carolee Culbreath, 21, was headed east on the westbound 60 Freeway Sunday around 4:40a.m., when she was involved in the violent collision, the California Highway Patrol said.

2014-02-11  —KTLA is reporting that the woman charged with DUI in the deaths of six people, Olivia Carolee Culbreath, had a prior DUI arrest and her sister, whom police say she killed in this horrible Sunday morning carnage had multiple DUI convictions. Her license had been suspended but had California court officials sent her to jail, she might still be alive. 

Four members of the same family were riding in the Explorer, according to the coroner’s office: Gregorio Mejia-Martinez and Leticia Ibarra, their daughter, Jessica Mejia, and Jessica’s grandmother, Ester Delgado.

Gregorio Mejia-Martinez and Ester Delgado died on scene, while Leticia Ibarra and Jessica Mejia died later at a hospital, the coroner’s office stated.

All four had apparently been ejected from the Explorer, according to a CHP statement that described the collision and information from the coroner’s office.

Culbreath was 17 when she convicted of a DUI in 2010 in San Bernardino juvenile court, the Los Angeles Times reported, citing DMV officials. She had at least two more traffic citations before her license was reinstated in December 2011, The Times reported.

Maya Culbreath also had multiple DUI convictions, and her license was suspended last year and had not been reinstated at the time of the crash, the newspaper reported.

Culbreath was arrested on suspicion of felony driving under the influence of alcohol causing great bodily injury or death, and of felony manslaughter, according to a news release issued by the CHP.  Read more:

Alaska: State Troopers report DUI arrests for Feb. 15, 2014

2014-02-15 --- On 2/13/2014 at approximately 1948 hours, the Alaska 
Bureau of Highway Patrol, Kenai Peninsula Team stopped a white 2001 
Dodge pickup on Island Lake Road for speeding. 
Jesse Aaron Lutz, age 33 of Soldotna, was identified as the driver. 
Investigation revealed he was driving the truck while his Oregon 
driver's license was revoked for DUI. 
He was issued a misdemeanor citation for Driving While License Revoked.

On 02-06-14 at approximately 0831 hours, AST was advised of an 
unconscious driver at the K-Beach/Bridge Access intersection. 
Investigation revealed the driver and sole occupant of the vehicle
 Tanner J. Waterbury, age 23 of Soldotna to be Driving Under the
 Influence, Driving While License Revoked and Driving in 
violation of a limitation. Waterbury was arrested for felony
 DUI for having more than two DUIs in the past 10 years, 
Driving on a revoked license and failure to have an Interlock
 Ignition Device installed on the vehicle. Waterbury was
 remanded to Wildwood Pretrial and is being held without bail.

On 2/11/2014 at approximately 0419 hours, Alaska State Troopers 
received a 911 call from a cell phone in the Big Lake area reporting an 
assault after the fact.  Investigation revealed that at a residence off of S Jib 
Circle in Big Lake, Brandon Cleveland, age 26 of Bethel, assaulted a family
 member, causing minor physical injury.  Further investigation revealed 
Dusten Stanford, age 26 of Wasilla, then drove Cleveland, the victim, 
and Kammi Gilbert, age 24 of Wasilla, from Big Lake to Wasilla in a blue 1997 Ford 
Expedition while intoxicated and without a valid driver's license.  Further
 investigation revealed Gilbert hindered the apprehension of Stanford during 
the investigation.  All three were arrested without incident at a residence 
located off of E Beech Way in Wasilla and remanded to MSPT.  Gilbert was
 held on $150 bail for Hindering Prosecution II.  Stanford was held on 
$1000 bail plus a required court appointed third party (CATP).  Cleveland was
 held without bail.  The victim was transported by EMS for treatment of minor
 injuries.
On 02/09/14 at approximately 0023 hours, AST performed a traffic stop near 
mile 10 of the Talkeetna Spur on a brown 1995 Subaru for erratic driving. 
Investigation revealed Rebecca Peterson, age 39 of Talkeetna, had been
 driving under the influence of alcohol. Peterson was arrested for the
 original charge of DUI and transported to the MSPT facility in Palmer 
where she was held on $500 bail.
On 2/11/14 at approximately 1202 hours, Kodiak AST received a REDDI 
report near the US Coast Guard base.  Initial attempts to locate the
 vehicle were unsuccessful. A short time later Coast Guard Military
 Police requested AST assistance with a possible intoxicated driver 
in a vehicle matching the earlier REDDI. The driver was contacted
 and identified as David Robinson, 46 of Kodiak.  Investigation
 determined Robinson was intoxicated and he was arrested and
 remanded on Driving Under the Influence charges at the Kodiak jail.
On 2/8/2014, at about 0500 hours, the Togiak VPSO arrested 
Byron Coopchiak, 25 of Togiak, for DUI and two counts of 
endangering the welfare of achild in the 1st degree.  Coopchiak
 was contacted after the VPSO observed him operating an ATV
 with no headlights. Further investigation revealed he was
 intoxicated and had two small children on the ATV with him. 
Coopchiak was transported to the Togiak detention facility
 without incident. A family member responded to care for 
the children.
On 1/26/14 at approximately 1908 hours, Crown Point Troopers 
were patrolling in the Seward area when they conducted a 
traffic stop on a Ford Taurus for an equipment violation. 
Investigation revealed the driver, Nicholas Sparks, age 71 
from Seward was driving his vehicle under the influence of 
alcohol and controlled substance. Sparks was arrested for
 DUI and released with a misdemeanor citation to
 appear in court.
 On 2/8/14 at approximately 2227 hours Troopers stopped
 a 1995 Mazda pickup truck following a REDDI report and 
observed erratic driving. Troopers contacted Debra Killian,
 age 50 of Palmer. Killian was arrested for DUI and NVOL
 and remanded to the Mat-Su pretrial facility on $500 bail.

 On 2/9/14 at approximately 1230 hours, Alaska State Troopers
 in Klawock conducted a traffic stop on a 2006 Ford Pickup 
near mile 7 of the Klawock-Hollis Highway for a seatbelt
 violation. The driver of the vehicle was identified as 
Curtis A. Looper, age 23 of Klawock. Investigation revealed
 that Looper was operating the vehicle with a revoked operator's 
license, and that he also had a license restriction mandating 
an ignition interlock device, which was not installed in the 
vehicle. Looper was issued Alaska Uniform Citation's (AUC)
 to appear in court for the charges of Driving While License
 Revoked and Driving in Violation of a Restriction. Looper 
was also issued minor offense AUC's for failure to wear a 
safety belt and failure to provide proof of insurance for
 the vehicle.

On 02/07/14 at approximately 2017 hours, Alaska State Troopers 
stopped a white Chevrolet pickup near mile 85 Seward Hwy after
 receiving a REDDI complaint on the pickup. Investigation 
revealed the driver, Shayne Baringer, age 49 of Anchor Point,
 was driving under the influence of narcotics. Baringer was
 arrested for DUI and remanded to Anchorage Jail with bail 
set at $500.
On 01-31-14 at approximately 2320 hours, Alaska State Troopers 
conducted a traffic stop on a vehicle for a moving violation
 near mile 12.5 of the Seward Highway.  Investigation revealed
 that the operator of the vehicle, Jeff Rice, age 44 of Seward, 
was operating the motor vehicle while impaired by alcohol.
 Investigation further revealed Rice was in possession of 
schedule IV controlled substance.  Rice was arrested for
 Driving under the influence and Fifth Degree Misconduct 
Involving a Controlled Substance. Rice was remanded at the 
Seward Jail with a $1000 bond.
On 2-7-14 at approximately 2123 hours, the Alaska State Troopers 
with the Bureau of Highway Patrol, Girdwood Team, stopped a 
1990 Honda Accord for an equipment violation mile 90 Seward 
Highway. The driver, Joseph N. Dodd, age 37 of Anchorage, 
was found to be driving while under the influence of alcohol
 and was arrested for DUI. Dodd was later transported to the
 Anchorage Jail where he was remanded with bail set at $1,000.
On 02/07/14 at 2254 hours, the Alaska State Troopers in Ketchikan
 conducted a traffic stop on a black Toyota near mile 6 of the
 North Tongass Highway for an equipment violation. The driver 
was contacted and identified as Sean Gilmon, age 25, of 
Ketchikan. Investigation revealed that Gilmon was operating a 
motor vehicle while impaired by alcohol and placed under arrest 
for DUI. Gilmon was remanded to Ketchikan Correctional Center.
 Gilmon was also issued a traffic citation for Failure to 
Show Proof of Insurance.
On 02-08-14 at 0047 hours, the Alaska State Troopers (AST) 
received a report of a vehicle in the ditch on Ballaine Road 
causing a traffic hazard. AST responded and contacted 
Lucas Polwin, 27 of Fairbanks, walking from Ballaine Road. 
Investigation revealed Polwin had been driving the vehicle 
that was in the ditch. Investigation also revealed Polwin 
has a revoked driver license status. Polwin was arrested 
for driving while license revoked, violating conditions 
of release, driving under the influence and refusal to
 a chemical test. Polwin was transported and remanded 
to Fairbanks Correctional Center.
On 02/07/2014 at approximately 1730 hours, AST responded 
to mile 15.5 mile of the Kenai Spur Highway, to an
 intoxicated driver. Investigations revealed, 
Elisha A. Dickerson, age 49, of Kenai, had been operating
 a motor vehicle while under the influence of alcohol.  
Dickerson also had in her possession a loaded handgun 
on the front seat of her vehicle. Elisha A. Dickerson
 was arrested on the charges of DUI and Misconduct 
involving Weapons in the Fourth Degree. Dickerson was
 remanded at Wildwood PreTrial with no bail.
On 2-8-2014 at 1850 hours the Alaska State Troopers stopped 
a 1988 Toyota pickup for a REDDI report and a moving
 violation at mile 18.5 Kenai Spur Highway.  The driver 
was identified as Nathanael Grinnell (31 YOA of Kenai).
  Investigation revealed that Grinnell was driving while
 under the influence of alcohol.  Grinnell was arrested 
and booked into the Wildwood Pre-Trial Facility on the 
charge of DUI where he was held on a $500 bail. 
 The vehicle was impounded on scene.
On 02-06-14, at 2054 hours, Alaska State Troopers with 
the Bureau of Highway Patrol conducted a traffic stop 
on a 2006 Subaru Impreza on Crestwood Ave. off of
 Lucille St. for a speeding violation. The driver was
 contacted and identified as Yoshinobu Kittley, 
age 56, of Wasilla. An investigation revealed Kittley
 was operating the vehicle while impaired by alcohol 
and he was placed under arrest for DUI. Kittley was
 then transported and remanded into the Mat-Su 
Pretrial Facility where he was held on $500 bail.
On 02/08/14 at 1750 hours, Alaska State Troopers Bureau
 of Highway Patrol responded to the Three Bears parking
 lot on Knik Goose Bay Road, Wasilla for the report of
 a REDDI vehicle and the driver was slurring her words
 and smelled of alcohol.  Investigation revealed the 
Lisa Tester, age 56 of Wasilla was operating her 
vehicle while impaired by alcohol. Tester was arrested
 for DUI and transported to the Mat-Su Pre-Trial 
facility where she was remanded into custody on 
$500 unsecured bail.
On 2/4/2014 at about 1658 hours, Fairbanks AST received a
 report of a vehicle in the ditch on a road in Fairbanks. 
A witness stated the driver of the vehicle appeared to be
 impaired. AST responded and contacted the driver, 
Joshua Breaux age 36 of Fairbanks. Investigation revealed
 Breaux was under the influence of alcohol. Joshua was
 arrested for Driving Under the Influence and remanded
 to Fairbanks Correctional Center.
 On 2/5/2014 at about 1856 hours, Fairbanks AST stopped
 a blue Toyota Tacoma for a moving violation in North Pole. 
Investigation revealed the driver of the vehicle, John Paul
 age 39 of North Pole, was under the influence of alcohol. 
John was arrested for Driving Under the Influence and 
remanded to Fairbanks Correctional Center.

CRASH INTO POLICE CAR WAS HER FIRST FIELD SOBRIETY TEST…AND SHE FAILED

2014-02-15 — According to Portland Police, on Saturday February 15, 2014, at 3:18 a.m., North Precinct officers were responding to a disturbance call and were traveling westbound on North Lombard Street approaching Commercial Avenue when a car traveling in front of them pulled a U-turn, causing a collision with the patrol car.

The driver of the other vehicle, a 2004 Chevrolet Impala, attempted to flee the scene in the vehicle after the crash but only made it to North Kerby Avenue before the vehicle became completely disabled. The driver, 25-year-old Aphinity Marday Jumping Bull, got out of the car and started to walk away but was taken into custody.

A 25-year-old male passenger in Jumping Bull’s car was identified and released at the scene. Both he and Jumping Bull refused medical attention.

Jumping Bull was charged with DUII, Failure to Perform the Duties of a Driver (Hit and Run), Reckless Driving, Driving While Revoked, Interfering with a Peace Officer, Attempt to Elude by Vehicle, and two counts of Assault in the Third Degree.

Jumping Bull was booked into the Multnomah County Jail and will be arraigned on Tuesday.
Both officers received non-life-threatening injuries and were treated and released from a Portland hospital.

CHULA VISTA, Calif. – The San Diego County Medical Examiner’s Office on Saturday publicly named the 37-year-old man killed in a chain-reaction series of crashes on a freeway near Sweetwater Regional Park early Friday morning.

Christian Franco of Chula Vista was ejected from his vehicle and was pronounced dead on the scene, CHP public-affairs Officer Jake Sanchez said. Franco died from multiple blunt force injuries, according to the Medical Examiner’s Office.

10News learned Franco played baseball for Sweetwater High School and Chico State. For Chico State baseball coach Dave Taylor, the pain is almost too much.

“It’s tough … It really is. Like I said, I’ve never gone through it before,” he said.

Taylor has never before lost a player in 18 years coaching baseball at Chico State. He says Franco was more like family.

“There are loyal people out there but he was, you know, at the top of the list as far as just good guys,” said Taylor.

Taylor says that although it has been a long time since Franco played outfield for his team in 1999 and 2000, as Chico State took on UC San Diego Friday evening ….MORE

From San Diego County Medical Examiner: “The decedent was a single 37-year-old, Hispanic male who resided in Chula Vista. On 02/14/2014, he was the driver and sole occupant of a gray Jaguar that was traveling northbound on SR 125 when his vehicle struck a guardrail. The vehicle rolled and he was ejected. Three additional vehicles subsequently became involved in the accident. The decedent was confirmed dead by responding fire personnel and officers.”

DUI Checkpoint Nets 2 Arrests

2014-02-16 — Norco, CA – The Riverside County Sheriff’s Department /  Jurupa Valley Station / Norco Office conducted a DUI/Driver’s License  checkpoint on February 15, 2014, at Hidden Valley Parkway and Corona Avenue between  the hours of 8:00 p.m. and 3:00 a.m. Checkpoints are placed in locations that have  the greatest opportunity for achieving drunk and drugged driving deterrence and  provide the greatest safety for officers and the public.

DUI/Driver’s License checkpoints have been shown to lower DUI  deaths and injuries. A major component  of these checkpoints are the deterrent effects it has on those who might drive drunk  or drugged impaired, bringing about more awareness and encouraging everyone to  use sober designated drivers.

According to the National Highway Traffic Safety Administration  (NHTSA), checkpoints have provided the most effective documented results of any  of the DUI enforcement strategies, while also yielding considerable cost savings  of $6 for every $1 spent. Ninety Percent  of California drivers approve of checkpoints.

Manslaughter charges filed in August Kent Narrows crash

The woman involved in a fiery August crash at Kent Narrows that killed two people has been charged. Kaitlyn Ashley Omara of Westminster was charged with two counts of manslaughter by automobile after the August crash that killed motorcycle riders Perry Cornelius Hunter of Columbia and his passenger Levonne Frances Garvin St. Clair of Gwynn Oak. Omara was driving westbound on Rt. 18 near the Fisherman’s Inn around 7pm August 11 when her Nissan Versa crossed the center line and struck a motorcycle driven by Hunter. Both vehicles caught fire in the crash. Queen Anne’s County State’s Attorney Lance Richardson said that Omara was drunk at the time of the accident.

Last August, in the course of my duties as a Maryland State Trooper, I witnessed a horrific accident involving a motorcycle and a Nissan Versa. The driver of the Nissan was under the influence of alcohol. The two motorcycle riders were thrown and became fully engulfed in flames.  The male rider was trapped between the car and motorcycle in a pool of burning fuel.

I extinguished the passenger and ran towards the blaze.  I pulled the motorcycle operator out of the area and extinguished him. The passenger passed away a couple hours later. The driver survived for a few months before dying.

The late driver’s widow recently sent me a letter on behalf of their family expressing their gratitude towards me. The letter hit home because many people do not appreciate what we do day in and day out.

This letter, written to my supervisor, reminds us that we are appreciated.

Dear Corporal Williams,

This letter is long overdue. On August 11, 2013, my husband, Perry Hunter, was the victim of a drunk-driving accident. Riding with a friend on his motorcycle, he was struck head-on by a vehicle heading in the opposite direction. 

Witness to the accident was Trooper Shane Mitchell, a 24-year old young man. I first spoke with Trooper Mitchell the morning following the accident. It was then that he related the details of the accident to me. Trooper Mitchell told me how he was waiting to make a turn when the accident happened in front of him.

He pulled my husband from the fire that had immediately engulfed the car, the motorcycle, and both of its riders. My husband was caught between the two vehicles, suffering multiple broken bones, and burns to 50% of his body. I still find it hard to believe that Trooper Mitchell did not suffer any burns himself when he reached in to pull my husband clear. 

My husband spent 5 days at Shock Trauma and over two and a half months at Bayview’s Burn Unit. Each week Trooper Mitchell would call to inquire about his condition and how our family was coping. If, for any reason, he was unable to call within a week’s time, he apologized immediately on his next call!

The doctors at Shock Trauma told us that had Trooper Mitchell not been on the scene and acted as quickly as he did, my husband would have died there, on Route 18, without his family around him. One of the witnesses to the accident shared with us that Perry’s words to him were that he wanted to see his family, that he had to see his family. 

The selfless actions of this 24-year-old gave us those precious, final moments we otherwise would not have been able to spend with Perry. As a longtime employee of Johns Hopkins Hospital, Perry received countless cards expressing best wishes and prayers for his recovery, and messages that just wanted to relate how well he was thought of and missed at work. We were able to read those messages to him and play the CDs of his favorite jazz musicians. 

Perry’s sisters and aging parents were able to hold him and tell him that they loved him. Our daughters were able to assure him that they would be fine. I was able to remind him that “his girls loved him”.

This letter may not speak adequately of the bravery shown by Trooper Mitchell that Sunday evening. Perry survived almost another 3 months. The call to Trooper Mitchell was a difficult one to make. I found his words of consolation to be those of someone more seasoned and experienced than I would have expected of someone young enough to be my son. He was sympathetic and sincere, but I couldn’t help but wish, however selfishly, that the news were different, as much for his sake, as ours.

Yet, no one did more than the young man who risked his life to save another. Even though my husband did not survive, to have those last moments were important for all of us. Trooper Mitchell gave that time to us. We will always be grateful.
