ARIZONA: Cesar Limon charged with drug and assault after crashing into Chandler Police officer and cruiser

On Sunday, November 24, 2019, around 5 pm, patrol officers were sent to the 200 block of South Kyrene Road for the report of a male slumped over the steering wheel of a running vehicle.  When officers arrived on the scene they discovered the vehicle, a white 2017 Subaru, had been reported stolen earlier in the day with 25-year-old Cesar Limon asleep behind the steering wheel.

Cesar Limon, 25, of Phoenix, Arizona operated a vehicle that struck two Chandler Police officers on Nov. 24, 2019

Limon, who was now awake, was ordered out of the vehicle.  Instead, Limon placed the stolen car in drive, accelerated, and struck a parked car.  This pinned an officer between the suspect vehicle’s open driver’s side door and the parked vehicle.  A second officer attempted to grab Limon and remove him from the vehicle.  This was unsuccessful and Limon accelerated a second time and struck a patrol vehicle.

As Limon attempted to shift into reverse, another officer was able to pull the keys out of the ignition.  After a brief struggle, Limon was taken into custody.  Limon was eventually transported to a local hospital after he went into shock from possible drug ingestion.

On Monday, November 25, 2019, around 8 pm, Limon was released from the hospital and booked into the Chandler/ Gilbert Unified Jail on multiple felony counts to include Theft of Means of Transportation, Resist Arrest, Aggravated Assault on a Police Officer, and Possession of Narcotic Drugs.

None of the police officers involved required hospitalization.

Traffic Section to Participate in Annual DUI Taskforce

The Chandler Police Department’s Traffic Section will participate in the annual East Valley Holiday DUI Task Force, which begins on Friday, November 29, 2019 and runs through New Year’s Eve. Each night of the Task Force, law enforcement agencies from the entire East Valley partner and patrol a designated geographical area with the mission to remove impaired drivers from the roadway. Funding is provided by the Arizona Governor’s Office of Highway Safety.

Each night a command post is established by the host jurisdiction for processing. The Chandler Police Department will host the East Valley DUI Task Force on two separate evenings; December 20, 2019 and December 26, 2019. On both nights the command post location will be at 250 E. Chicago Street.

Participating officers are specially trained in DUI detection methods, including the detection of drugs in the human body.

A high percentage of serious injury and fatal collisions involve impaired drivers. While DUI enforcement is traditionally associated with alcohol-impaired drivers, many of today’s impaired drivers are operating vehicles under the influence of prescription or illicit drugs. The tragic results of these collisions – aside from the significant personal and insurance costs related to property damage – include injury and death.

Please remember to always wear your seatbelt and call for a ride when alcohol consumption is part of your holiday celebration.

“It kind of keeps me human. You see, I’m about to change their lives; your mom and dad, that is. In about five minutes, they will never be the same, they will never be happy again. Right now, to be honest, you’re just a nameless dead body that feels like a wet bag of newspapers that we have been pounding on, sticking IV lines and tubes and needles in, trying desperately to save you. There’s no motion, no life, nothing to tell me you once had dreams or aspirations. I owe it to them to learn just a bit about you before I go in.

Because right now . . . all I am is mad at you, for what you did to yourself and what you are about to do to them.

I know nothing about you. I owe it to your mom to peek inside of your once-living world.

Maybe you were texting instead of watching the road, or you were drunk when you should have Ubered. Perhaps you snorted heroin or Xanax for the first time or a line of coke, tried meth or popped a Vicodin at the campus party and did a couple shots. Maybe you just rode your bike without a helmet or didn’t heed your parents’ warning when they asked you not to hang out with that “friend,” or to be more cautious when coming to a four-way stop. Maybe you just gave up.

Maybe it was just your time, but chances are . . . it wasn’t.

So I pick up your faded picture of your driver’s license and click on my iPhone, flip to Facebook and search your name. Chances are we’ll have one mutual friend somewhere. I know a lot of people.

I see you wearing the same necklace and earrings that now sit in a specimen cup on the counter, the same ball cap or jacket that has been split open with trauma scissors and pulled under the backboard, the lining stained with blood. Looks like you were wearing it to the U2 concert. I heard it was great.

I see your smile, how it should be, the color of eyes when they are filled with life, your time on the beach, blowing out candles, Christmas at Grandma’s; oh you have a Maltese, too. I see that. I see you standing with your mom and dad in front of the sign to your college. Good, I’ll know exactly who they are when I walk into the room. It makes it that much easier for me, one less question I need to ask.

You’re kind of lucky that you don’t have to see it. Dad screaming your name over and over, mom pulling her hair out, curled up on the floor with her hand over her head as if she’s trying to protect herself from unseen blows.

I check your Facebook page before I tell them you’re dead because it reminds me that I am talking about a person, someone they love; it quiets the voice in my head that is screaming at you right now shouting: ‘How could you do this to them, to people you are supposed to love!’”

For the love of God, put down your phone, slow down, come to a complete stop, wear your seatbelt, go the speed limit, and drive like your life depends on it. Because it does. And if that’s not enough, drive like other peoples’ lives depend on it…because it does.

Tysheena Billingsly took a squat at a stoplight; busted for booze cruise at over twice the legal limit

Merrillville- This morning at approximately 1:15 a.m., Trooper Alaa Hamed was on patrol in Merrillville when he observed a white Nissan stopped at the stoplight of 61st and Broadway. 

Trooper Hamed observed the driver’s door open and a female subject squating outside the driver’s door urinating.  Trooper Hamed activated his emergency lighting and attempted a u-turn to respond to what he had observed. 

Upon seeing the lights, the female got back into the driver’s seat and proceeded to drive south on Broadway.  Trooper Hamed stopped the vehicle and upon approach of the vehicle spoke with the female driver. 

The driver, identified as Tysheena S. Billingsley, 33, of Merrillville, IN displayed signs consistent with that of an impaired driver.  Subsequent investigation revealed that her blood alcohol content was .18%.  This is over twice the legal limit for intoxication. 

Billingsley was transported to the Lake County Jail and charged with Operating While Intoxicated (Level 6 Felony) and Indecent Exposure (Class C Misdemeanor).

According to Sergeant Sheree Anthony on November 29, 2019, at approximately 01:31 A.M., Riverside County Sheriff’s Department Deputies, assigned to the city of Perris, responded to a report of a vehicle traffic collision on the 2000 Block of Wilson Avenue, in the city of Perris.

The vehicle collision involved one vehicle traveling northbound on Wilson Avenue and hitting two parked unoccupied vehicles.  The driver of the vehicle, Miguel Gutierrez, age of 43 of Perris, did not sustain any injuries, however, he was found to be intoxicated.  Miguel Gutierrez was arrested and booked into the Cois Byrd Detention Center for Driving Under the Influence.

The Riverside County Sheriff’s Department encourages all drivers not to drive while under the influence of alcohol or drugs.  To report drunk drivers, please call 911.  Anyone with additional information is urged to call Deputy Dietz at Riverside County Sheriff’s dispatch at
(951) 776-1099, or the Perris Station at (951) 210-1000.

On November 29, 2019, at 8:33 pm, deputies from the Riverside County Sheriff’s Department responded to the area of Murrieta Road x Newport Road, to investigate a two-vehicle traffic collision.  The RSD dispatch center received several calls from citizens who reported the collision, and the intersection was partially blocked by the wreckage. Upon arrival, the deputies discovered a white Chevrolet and a white Subaru collided in the intersection. There were no injuries reported.

During the investigation, deputies determined the driver of the white Chevrolet, Ernest Nicholas Gonzalez, of Perris, caused the collision by failing to stop at the red light. Gonzalez turned left on a solid red light in front of the other vehicle that was approaching head-on.

Gonzalez displayed signs of being under the influence of alcohol. He was booked at the Cois Bird Detention Center. Deputies will file charges related to the DUI.

On November 28, 2019, at approximately 10:37 P.M., Riverside County Sheriff’s Department Deputies, assigned to the city of Perris, responded to a report of a vehicle traffic collision at the intersection of Rider Street and Evans Road, in the city of Perris.   The collision involved two vehicles that collided in the intersection.  Erik Valdez, age 27 of San Bernardino, was transported to Riverside University Health System for injuries and will later be charged for Driving Under the Influence.

Sergeant Steve Staton reports that on November 26, 2019, at approximately 1:47 A.M., Riverside County Sheriff’s Department Deputies, assigned to the city of Menifee, responded to a report of a vehicle traffic collision at the intersection of Connecticut Drive and La Bertha Lane, in the city of Menifee.  The collision involved a single vehicle that collided into a residence on Connecticut Drive.  Gage Austin, age 19 of Menifee, was arrested and booked into the Cois Byrd Detention Center for Driving Under the Influence.

Sergeant Chad Thompson reports that on November 24, 2019, at approximately 12:30 P.M., Riverside County Sheriff’s Department Deputies, assigned to the city of Menifee, responded to the report of a two-vehicle, non-injury traffic collision at the intersection of Newport Road and Haun Road, Menifee. William Fagan, age 55 of Sun City, was arrested and booked into the Cois Byrd Detention Center for Driving Under the Influence.

VIRGINIA STATE POLICE BEAT: DWI charged to Paul A. Espinoza for wrong-way booze cruise on Beltway that smashed into Maryland driver and sent three to hospitals

At 3:04 a.m. Thursday (Nov. 28), Virginia State Police Trooper A. Jones received a call about a wrong-way driver traveling south in the northbound lanes of I-495 near Braddock Road. Troopers were immediately dispatched, but within seconds the 2016 Nissan Leaf that was traveling the wrong way struck head-on a 2016 BMW X6. The damage from the vehicles created a substantial debris field across the northbound lanes of I-495.

The impact of that crash caused the Nissan to run off the road and into the guardrail. The driver of the Nissan, Paul A. Espinoza, 31, of Annandale, Va., was transported to Inova Fairfax Hospital for treatment of non-life-threatening injuries. Espinoza was charged with DUI.

The BMW spun out in the lanes and struck a northbound 2015 Toyota Camry. A fourth vehicle, a 2011 Toyota Prius, struck the debris. Neither the driver of the Camry nor the Prius was injured.

Based on further investigation and additional witness statements, the trooper was able to determine that one of the BMW’s four occupants, a passenger named Mohammed Abdullah Bin Khurayyif, 30, of Ontario, Canada, exited the vehicle after it crashed and was standing in front of the BMW when the BMW was struck from behind by a northbound 2018 Honda Civic. The BMW then struck Bin Khurayyif.

Bin Khurayyif is still being treated at Inova Fairfax Hospital for treatment of life-threatening injuries. The driver of the BMW, Wail Abdullah A. Almogbel, 24, of Rosedale, Md., and the other two adult male passengers in the BMW were also transported to Inova Fairfax Hospital for treatment of serious injuries.

The driver of the Honda Civic, Erin M. Kelly, 60, of Alexandria, Va., was transported to Inova Fairfax Hospital for treatment of serious injuries. She was wearing a seat belt.

The crashes remain under investigation. The Virginia State Police Fairfax Division Crash Reconstruction Team is assisting with the crash investigation.

Near Collision With a State Police Cruiser Lands One in Jail for DUI

Vigo County – The Indiana State Police report that on December 2, 2019, at approximately 11:40 p.m., Jeffrey Rohrer, age 59, of Montgomery, Indiana was stopped for disregarding a stop sign and almost striking a State Police commission at 1st Street and Sycamore Street, by Trooper Gerald Stump.  Further investigation by Trooper Stump revealed that Rohrer displayed signs of impairment and had a blood alcohol content of .11%.  Rohrer was taken to the Vigo County Jail.

Vigo – Indiana State Police report that on December 4, 2019, at approximately 2:00 a.m., Senior Trooper David Petrowski and the Vigo County Sheriff’s Department responded to a semi rollover on Interstate 70 westbound near the one-mile marker, which resulted in the arrest of a Dayton, Ohio man for driving while intoxicated.

Preliminary investigation revealed that William W. Woods, age 51, of Dayton, Ohio, was driving a 2018 Volvo semi tractor-trailer west on Interstate 70 when he left the roadway, driving off the right side of Interstate 70.  Woods then over-corrected, causing the tractor-trailer to roll onto the driver’s side and into the ditch. Further investigation by Master Trooper Petrowski revealed that Woods displayed signs of impairment and was under the influence of a controlled substance.  Woods did sustain injuries from the accident and was transported to Regional Hospital for medical care.  Once cleared medically, Woods was arrested and taken to the Vigo County Jail where he is currently being held on bond.

Interstate 70 westbound, at the one-mile marker, was reduced down to one lane for approximately three hours while the accident scene was being cleaned.

Christopher Lee Ward, 30, (DOB 02/20/1976) of Prince Frederick, by DFC R. Wilson on 02/03/07 at 3:30 a.m. He entered a guilty plea on April 19, 2007, in Calvert County Md. District Court and was given a verdict of Probation Before Judgement with a 60 day suspended sentence in jail, and a fine of $242.50.

Calvert Sheriff Mike Evans reports that on June 8, 2014, at 2:53 a.m. Dep. W. Beisel was traveling northbound on Md. Rt. 4 in the area of White Sands Drive in Lusby when he was notified that a subject was seen walking in the travel portion of the roadway near Calvert Cliffs Parkway.  Beisel located the subject, a white male, wearing dark clothing who appeared to be intoxicated.  Beisel made contact with the subject, later identified as Christopher Lee Ward, 37 of Prince Frederick.  Ward was asked to stop walking but continued to do so and repeatedly pulled away.  He was subdued and searched.  A strong odor of alcohol emitting from his breath.  He advised he was out with friends who left him so he was walking home.  He was charged with intoxication and endangerment.

On September 14, 2019, Deputy Sampson responded to the area of Route 4 and Sixes Road in Prince Frederick for the report of an intoxicated subject in the roadway. Deputy Sampson dealt with the subject, Christopher Lee Ward (43), on a previous call and advised him to stay out of the road or he would be arrested. Upon arrival Deputy Sampson found Ward laying on the shoulder of the road stating that he was walking to North Carolina. Ward was placed under arrest and transported to the Calvert County Detention Center where he was charged with Intoxicated Endangerment.

Bloomington Police are investigating a fatal crash involving a motor vehicle and a pedestrian. The incident occurred earlier tonight at approximately 7:30 pm.

Police say that their preliminary investigation has determined that an adult male from Bloomington was crossing 98th Street near the intersection of Newton Avenue. A vehicle traveling eastbound on 98th Street struck the pedestrian and he died at the scene from those injuries. The victim was identified as Donald Johnson, 66, of Bloomington. 

The driver, 26 years old from Burnsville, was arrested on Probable Cause DUI Criminal Vehicular Homicide and has a previous DWI conviction from 2014. 

This crash is being investigated by the Bloomington Police Traffic Investigations Unit.

GENERAL NARRATIVE
On September 1, 2019, at approximately 5:15 AM, Kingsport Police Patrol Officers responded to a motor vehicle collision on westbound Interstate 26 near mile-marker 6 (Rock Springs Road exit) in Kingsport. Based on the seriousness of the injuries to those involved, the K.P.D. Traffic Unit was called to the scene to investigate.

Their initial findings at the time were as follows: A dark blue 2008 Honda Accord 4-door sedan, driven and solely occupied by Margaret C. Buck of Johnson City, TN, was lawfully traveling westbound on I-26 near mile marker 6.
Meanwhile, a black 2005 Mercedes C230 4-door sedan, driven and solely occupied by Zachary D. Hunt of Unicoi, TN, was unlawfully traveling the wrong way, eastbound in the westbound lanes of I-26, at the same location. The Mercedes struck the Honda in a head-on impact. Both drivers were transported to a local hospital for emergency medical treatment, Mr. Hunt with non-incapacitating injuries, but Ms. Buck with serious/incapacitating injuries. The westbound lanes of Interstate 26 were completely closed for over three hours to allow for the initial treatment and transportation of the injured, the thorough investigation of the crash, and the safe removal of any and all involved vehicles and related debris.The following day, on September 2, 2019 at approximately 9:00 PM, Margaret C. Buck succumbed to injuries sustained in the crash and died while still hospitalized. This has remained an active ongoing investigation by the K.P.D. Traffic Unit since the date of the crash. Early in the investigation, it was determined that Mr. Hunt entered Interstate 26 in his black Mercedes sedan going the wrong way (eastbound in the westbound lanes) via an I-26 exit (rather than entrance) ramp at the intersection of John B. Dennis Highway and Wilcox Drive.Based on officer observations, witness statements, and evidence found at the scene, Investigators had sufficient cause to believe that alcohol consumption by Mr. Hunt was a significant factor in the crash. A warrant was obtained for a blood sample which was in turn sent to the T.B.I Crime Lab for analysis. The results received on October 2, 2019, revealed that Mr. Hunt had a blood alcohol content (BAC) of over two and a half times the legal limit. On November 20, 2019, the facts of this case were presented to a Sullivan County Grand Jury which returned a true bill of indictment. On November 25, 2019, a capias/bench warrant was issued charging Mr. Hunt with the following:
1) Vehicle Homicide by Intoxication
2) Vehicular Homicide
3) Felony Reckless Endangerment

4) Driving Under the Influence
5) DUI with BAC over 0.08%
6) DUI with BAC over 0.20%
Kingsport Police say that on the afternoon of December 4, 2019, Hunt turned himself in on the outstanding warrant, surrendering himself to authorities at the Kingsport Justice Center.
He was processed in the Kingsport City Jail and then transferred to the Sullivan County Jail in Blountville where he will remain confined in lieu of a $25,000 bond.

Margaret “Cheyanne” Buck, age 47, of Johnson City, TN, died from injuries sustained in a head-on collision on I-26 on September 1, 2019.

Cheyanne was born on August 21, 1972, to Johnny Hoyt King Jr. and Vivian Ann Richards in Kingsport, TN.

Cheyanne is survived by her husband, Tim Buck; son, Brandon Buck; mother and step-dad, Ann and Wayne Richards, of Johnson City; father and step-mom, John and Catherine King, of Fairhope, Alabama; and brother, Bronson King, of Oahu, Hawaii.

She was preceded in death by her grandparents, Emory and Polly Wolfe and John and Erma King.

Cheyanne’s family will receive friends from 4:00-6:00 p.m. on Monday, September 9, 2019, at Oak Grove Baptist Church, 311 Cypress St, Mt Carmel, TN 37645. Immediately following the visitation there will be a Celebration of Life service at 6:00 p.m., under the direction of Inez Burton and James McNeill.

PENNSYLVANIA: State Police charged Leon James Charles with DUI homicide for killing his pal James Muse in I-81 crash

Pennsylvania State Police report that Leon J. Charles, of Kingston, Pa., was charged Tuesday, Dec. 3, 2019, with causing a November crash that killed his passenger in Kline Township, Schuylkill County.

Leon John Charles, 49, also of Mount Rainier, Maryland, is charged with vehicular homicide, driving under the influence and other offenses in the Nov. 28 crash resulting in the Nov. 29 death of passenger James Muse, 48, of Glen Allen, Virginia, at Lehigh Valley Hospital-Cedar Crest.

At 6 a.m. Nov. 28, 2019, Police say that Charles was driving on Interstate 81 North, near milepost 139.2, when the vehicle entered the median and rolled over. Charged also with driving with a suspended or revoked license, Charles was held under $500,000 bail.

Misdemeanor charges included possession of a controlled substance and DUI of a controlled substance, and motor vehicle code violations of driving while operating privilege is suspended or revoked, reckless driving and careless driving.

He was arraigned before on-call District Judge David Plachko, of Port Carbon, and committed to the county prison in Pottsville after failing to post $500,000 cash bail.

A passenger, James R. Muse, 48, of Glen Allen, Virginia, was injured and taken to Lehigh Valley Hospital. He died of his injuries on Nov. 29.

Leon John Charles, (DOB 07/23/1970) also has a residence at 512 Roosevelt Street, Kingston, Pa. according to Maryland court records when he was charged on May 3, 2019, in Prince Georges County Circuit Court with driving while suspended. The case was disposed of by Prince Georges County States Attorney Alisha Braveboy with a plea deal resulting in a verdict of Probation Before Judgement on Aug. 9, 2019.

In a 2018 drug arrest in Prince Georges County, Md., Charles was listed as being homeless.

Leon John Charles was found guilty on Nov. 7, 2003, in Prince Georges County Circuit Court of transporting, carrying and illegally wearing a firearm as a convicted felon.  At that time, Charles was living in Suitland, Md.

DISPOSITION Smith was processed at the Sheriff’s Office and released to a third party. He is set to appear in the Town of Black Brook at a later date.

Faulkner, Maryland – The Christmas Drinking, Drugging, Driving and Dying Season added the notch of another boozing driver taking a cruise on the wrong way of a divided highway on Saturday, December 7, 2019, at approximately 12:45 am reports the Maryland State Police La Plata Barrack Commander Lt. Thomas Quade.

Troopers from the Maryland State Police La Plata Barrack responded for a report of a motor vehicle collision involving two vehicles on northbound United States Route 301 in the area of Faulkner Road in Faulkner, Maryland. Due to the seriousness of the collision, a request was made for the Maryland State Police CRASH Team to assume the investigation.

A preliminary investigation conducted by Troopers from the MSP CRASH Team and the MSP La

Plata Barrack indicates a 1994 Jeep Wrangler operated by a 17-year-old male teen, of Lorton, VA and occupied by Shane Haley, 19, of Lorton, VA and Raymond Andrews, 18, of Front Royal, VA were traveling southbound in the northbound lanes of United States Route 301 in the area of Faulkner Road.

At the same time, a 2007 Hyundai Elantra operated by Zenobia Sharp, of Richmond, VA., was traveling northbound U.S. Route 301 at Faulkner Road. The Jeep collided off-set head-on with the Hyundai in lane number one. As a result of the collision, the 17 teen driver was pronounced deceased on the scene.

Police say that Alcohol and driver error are believed to be factors in the collision.

Adrian M. Atutis is wanted on a bench warrant from the Chenango County Court for failure to comply with the conditions of his release. Atutis was arrested in February after trooper received a complaint of an erratic driver on State Highway 12 in Greene. Troopers located Atutis and an investigation revealed he was intoxicated.

Pedestrian dies after being hit by a car on Ingleside Road; driver arrested

NORFOLK, Va. (NPD) – A Norfolk woman has died after being struck by a car Friday night on Ingleside Road.

Norfolk Police report that investigators say that Tashena C. Pulley, 43, was walking in the 900 block of Ingleside Road around 10:00 p.m. when she was struck by a vehicle that was traveling Southbound. The vehicle then fled the scene. When first responders arrived, they found Pulley lying in the roadway. She was quickly to taken to Sentara Norfolk General Hospital for treatment; however, she died shortly after arriving.  

The driver of the car, Walter B. Williams Jr, 66, was arrested near the scene of the crash. As a result of the investigation, Williams has been charged with felony hit & run, DUI 2nd offense, Refusal of Breath 2nd offense, and Driving after forfeiture of the license.

Once the detective division completes their investigation, their findings will be turned over the Commonwealth Attorney’s Office for the determination of additional charges.
