Lake Station– Indiana State Police report that on Nov. 2, 2019, at approximately 4:17 a.m., Trooper Alaa Hamed was patrolling I-80/94 in an unmarked police car when he stopped for what he believed was a disabled vehicle. The vehicle was parked on I-80/94 eastbound at the 13 mile-marker on the right shoulder. The vehicle did not have any lights on.
Trooper Hamed pulled in behind the vehicle, stopped and then activated his emergency lights for safety. Upon doing so, the vehicle turned on its lights and pulled away at a high rate of speed. As the vehicle sped away, items were being thrown out of the driver’s window.
Police say that Trooper Hamed then attempted to initiate a traffic stop but the driver refused to stop. A pursuit then began with the vehicle traveling into Lake Station, Gary, and New Chicago before the pursuit was terminated in Hobart when officers lost sight of the vehicle. Traffic was very light and there weren’t any pedestrians during the pursuit. The vehicle, a gray 2001 Jeep Grand Cherokee, struck a tree in Gary but was able to continue into New Chicago.
After the pursuit was terminated, officers went to the address where the registered owner resides. Upon locating the Jeep in the driveway, officers knocked on the door and spoke to a female.
Officers determined that Alex P. Ramirez, 28 years of age from Hammond, IN, had been driving the vehicle, but that he wasn’t currently at the residence. Shortly thereafter, Ramirez appeared and surrendered himself after hiding in a neighbor’s yard.
Police report that Ramirez was taken into custody without incident. Ramirez was found to be intoxicated at the scene. He was also in possession of marijuana and had a suspended driver’s license. He refused field sobriety tests as well as the certified chemical test.
Assisting agencies include the Gary, Hobart, Lake Station and New Chicago Police Departments. The vehicle was impounded at WAFFCO Towing.
Ramirez is being charged with:

In one moment your decision changes lives. Decatur High School (Federal Way, WA) students Nicholas Hodgins and Derek King were killed alongside I-5 when a driver made the decision to drive drunk. They would have graduated in three days.

From FTVLive.com
Last week, FTVLive was the FIRST to tell you in a Patron Only story that longtime WPXI Weather Anchor Kevin Benson had been arrested for extreme DUI.
Many at WPXI told FTVLive that they were surprised to learn that Benson had been busted and a number of people learned that news from FTVLive.
Well, a week later and the Pittsburgh Post Gazette has finally gotten around to the story.
Well, a week later and the Pittsburgh Post Gazette has finally gotten around to the story.
Later yesterday afternoon, the Post Gazette posted the story that FTVLive FIRST brought you a week ago. Blood tests showed that Benson had a blood alcohol content nearly four times the legal limit and had an inactive cocaine metabolite in his blood, according to a criminal complaint.
“All I can tell you is I’ve been on radio and TV for 40 years and I’ve been with [WPXI] since 1987; I made a mistake and I’m hoping they’ll be understanding,” he said Wednesday. “I’ve never had a bit of trouble in all these years.” MORE
From Pittsburgh Post Gazette
Longtime WPXI-TV meteorologist Kevin Benson was charged with driving under the influence in Washington County in September.
A blood test showed that Mr. Benson had a blood alcohol content nearly four times the legal limit and had an inactive cocaine metabolite in his blood, according to a criminal complaint.
“All I can tell you is I’ve been on radio and TV for 40 years and I’ve been with [WPXI] since 1987; I made a mistake and I’m hoping they’ll be understanding,” he said Wednesday. “I’ve never had a bit of trouble in all these years.”
Mr. Benson, 60, of Cecil, was charged Oct. 9 in connection with the Sept. 20 incident which began around 5:45 p.m. when someone called 911 to report an erratic driver in a blue Ford Taurus headed north on Interstate 79 near the interchange with Interstate 70.
State Trooper Marco Crivelli spotted the car a few minutes later as it merged onto I-70 west and pulled it over after he saw that the driver was not staying in one lane and the car was speeding up and slowing down inconsistently, according to the complaint. MORE
Marco Crivelli, a 2016 graduate of Thiel College with a Criminal Justice major and a Sociology minor, joined the staff as a volunteer assistant coach in 2017-18.
Crivelli was a 2015 & 2016 Presidents’ Athletic Conference champion, two-time team captain, and a two-time National Wrestling Coaches Association Scholar All-American.
He spent the 2016-17 season as the assistant wrestling coach at Montour High School. He is currently a Pennsylvania State Trooper stationed in Washington, Pa.
Chowchilla Police report that on Nov. 8, 2019, at approximately 8:40 pm, officers from the Chowchilla Police Department responded to a report of a traffic collision at N. 5th Street/Ventura Avenue. Upon arrival, officers observed two vehicles involved in a motor vehicle collision, a Chevy truck, and a Suzuki Forenza.
Several of the subjects in the Suzuki sustained moderate to severe injuries. One of the passengers, a female juvenile, identified by her family as Jaycee Willet, 15, later succumbed to the injuries she sustained from the traffic collision.
During the course of the investigation, it was determined that the driver of the Chevy truck was driving while intoxicated. The driver of the Chevy truck was identified as Marcos Torres, age 24, from Chowchilla. He was booked into Madera County Jail on charges of felony driving under the influence and vehicular manslaughter while intoxicated.
Lewes- The Delaware State Police report that they have arrested a Lewes woman after she was found to be operating a motor vehicle under the influence of alcohol for the 6th time.
The incident occurred on November 7, 2019, at approximately 9:37 p.m., when Troopers were dispatched to an accident in the area of Conley Chapel Road south of Beaver Dam Road, Lewes. Upon arrival, Troopers discovered a dark gray GMC Sierra had been involved in a single-vehicle crash where the vehicle traveled off the roadway and rolled over. Upon contact with the driver of the Sierra, 56-year-old Cheryl S. Surber, an odor of alcohol was detected and a DUI investigation ensued.
Surber was taken into custody without incident and transported back to Troop 7. A computer check revealed that Surber had five previous DUI convictions, making this her 6th arrest. Surber was charged with the following:
She was arraigned before the Justice of the Peace Court and committed to the Delores Baylor Women’s Correctional Institution on $7,000.00 cash-only bond.
Date/Time: Sunday, November 10th, 2019 at approximately 5:00 AM
The Dover Police Department Spokesman M/Cpl Mark Hoffman report that the agency is investigating a single-car collision that resulted in the death of both occupants with alcohol believed to have been a major cause.
At approximately 5:00 AM, a 2005 Toyota Prius was traveling northbound on N. DuPont Highway, approaching Leipsic Road. The vehicle was occupied by a 22-year-old male driver and a 28-year-old male passenger. The vehicle travelled off the east side of the roadway striking a utility pole. Both occupants were declared deceased on scene as a result of their injuries.
The accident caused the closure of both Northbound and southbound lanes until approximately 10:00 AM. Power was also lost in the area for several hours. The Dover Fire Department, Delaware Department of Transportation, and the City of Dover Electric assisted on the scene.
Alcohol and drugs are suspected to be a factor in the crash. The names and further details are being withheld pending next of kin notifications.
CROWN POINT- The Crown Point Coroner’s Office has confirmed the identity and notification of family has been made for the driver of the 2015 Chevrolet Corvette involved in the fatal crash on 10/10/2019. The driver has been identified as Suhail Saif Suhail Humaid Alder, 20, of Indianapolis, Indiana. The notification was particularly difficult as Alder’s family resides in United Arab Emirates. Adler was an exchange student attending IUPUI in Indianapolis.
CROWN POINT- This morning at 1:34 a.m., the Indiana State Police Regional Dispatch Center received a report of a wrong-way driver northbound on I-65 in the southbound lanes from the 247 mile marker. A 911 caller reported that a vehicle entered I-65 from the wrong ramp at U.S. 231. Approximately one minute later, OnStar reported a crash involving a 2015 Chevrolet Corvette. Trooper Dennis Griffin, along with the Crown Point Fire Department responded to the scene.
Preliminary investigation by Trooper Griffin shows that a silver 2015 Kia was northbound in the southbound lanes traveling in the center lane. The Kia struck a 2015 Chevrolet Corvette head-on. The Corvette was traveling southbound in the center lane. The inside lane (3rd lane) was closed at the time of the crash with orange traffic barrels for construction purposes. The Corvette was occupied by two males. The driver of the Corvette was pronounced deceased at the scene by the Lake County Coroner.
The driver of the Kia was transported to Franciscan Health in Crown Point. That driver has also died as a result of injuries sustained in the crash. The passenger in the Corvette was transported to Franciscan Health for treatment of non-life-threatening injuries.
Notification of the deceased has been made to one of the families. The driver of the Kia has been identified as Anna R. Warner, 21, from Beaverville, Illinois. Notification to the family of the Corvette’s driver is pending.
Alcohol is believed to be a factor in this crash.
All southbound lanes of I-65 were closed for approximately 7 hours for crash cleanup and reconstruction. All lanes reopened at 8:30 a.m.
Assisting at the scene: Crown Point Police and Fire, Indiana State Police Crash Reconstruction, Indiana State Highway Department, Lake County Coroner and Midnight Blue Towing.
Alien was arrested last month for DUI;
ICE was not notified of his release
AUBURN, New York – U.S. Immigration and Customs Enforcement (ICE) filed a detainer Nov. 12, against a repeat immigration violator Guatemalan national Heriberto Perez-Velasquez with the Cayuga County Sheriff’s Office, where he is currently detained after being arrested for vehicular homicide. Perez-Velasquez was arrested a month earlier by New York State Police on DUI charges and released from state custody on an appearance ticket with no notification to ICE.
By releasing an illegal alien with a history of driving under the influence, state authorities chose to release a serious public safety threat into the community where he is now implicated in a vehicular homicide.
“Had Mr. Perez-Velasquez been detained by ICE after his October 2019, DUI arrest, a life might have been spared,” said Acting ICE Director Matt Albence. “Sanctuary jurisdictions that do not honor detainers or allow us access to jails and prisons are shielding criminal aliens from immigration enforcement and jeopardizing the lives of law-abiding citizens.”
“The Buffalo Field Office’s robust enforcement programs are focused at making upstate New York communities safe from dangerous criminal aliens and those that look to exploit our nation’s immigration laws,” said ICE Enforcement and Removal Operations Buffalo Field Office Director Thomas Feeley. “The staff of the Buffalo Field Office works tirelessly to ensure that the upstate communities don’t become a safe haven for criminals.”
Perez-Velasquez, an illegal alien from Guatemala, was arrested by the U.S. Border Patrol on May 11, 2007, and removed to his home country later that month. Perez illegally re-entered the country at an unknown date. On Oct. 18, 2019, New York State Police arrested Perez for resisting arrest, DUI, and other charges. Perez was released from state custody on an appearance ticket and ICE was never notified.
On Nov. 10, 2019, the Cayuga County Sheriff’s Office arrested Perez for vehicular manslaughter, driving while intoxicated, and leaving the scene of a personal injury accident. On Nov. 12, 2019, ICE lodged a detainer and warrant of removal with the sheriff’s office on Perez.
New York State policy severely limits state and local law enforcement cooperation with ICE and requires a judicial warrant to honor most ICE detainers.
Under the Immigration and Nationality Act as passed by Congress, ICE detainers, removal orders issued by federal immigration judges, and ICE immigration enforcement in general, is conducted under civil law. The “judicial warrant” demand only applies to criminal cases and does not exist for civil law matters.
In Fiscal Year 2018, the Buffalo Field Office made 1,582 arrests in the 48-county region – approximately 80 percent of those individuals either had a prior criminal conviction or came into ICE custody pursuant to their criminal arrest on pending charges. These statistics make clear that the agency conducts targeted enforcement focused first on criminals and public safety threats.
Under federal law, ICE has the authority to lodge immigration detainers with law enforcement partners who have custody of individuals arrested on criminal charges and who ICE has probable cause to believe are removable aliens. The detainer form asks the other law enforcement agency to notify ICE in advance of release and to maintain custody of the alien for a brief period of time so that ICE can take custody of that person in a safe and secure setting upon release from that agency’s custody. Yet, across the United States, several jurisdictions refuse to honor detainers and instead choose to willingly release criminal offenders back into their local communities where they are free to offend.
When law enforcement agencies fail to honor immigration detainers and release a criminal alien onto the streets, it negatively impacts public safety.
Detectives with the SJSO Major Crimes Unit continue to investigate the discovery of a black female found floating in the ICW Monday morning. Investigators have identified the 29-year-old woman as, Kenya Rose Che bii, of St. Augustine. The preliminary autopsy results have ruled the cause of death as Drowning. No injuries or indications of foul play have been observed, however, the manner of death remains unclassified. Detectives continue to conduct background into Kenya’s life, her whereabouts this past Monday morning, and any possible contacts she may have had.
Thus far, the investigation has confirmed Kenya was walking in the downtown area of St. Augustine (Washington Street area) at 5:35 a.m. Monday morning, and was discovered deceased in the ICW shortly before 8:30 a.m. that same day. Kenya was last seen wearing a pink dress, with a white V neck styled t-shirt and a pair of white-flowered sandals. The areas between downtown St. Augustine and north of the Riverview Club (St. Augustine Shores area) are of specific interest.
Investigators are asking anyone who may have been traveling in the area, business owners who may have captured video of Kenya, or anyone who may have any information related to the investigation, to contact Detective James Jackson with the Major Crimes Unit at 824-8304 or email at jpjackson@sjso.org.
Troopers seize $3,250 worth of marijuana, ecstasy pills, powdered ecstasy and liquid codeine in Hancock County |
COLUMBUS – Ohio State Highway Patrol troopers filed a felony drug charge against a Michigan woman after a traffic stop in Hancock County. During the traffic stop, troopers seized 23 grams of marijuana, 80 ecstasy pills, 6.5 grams of powdered ecstasy, and 376 milliliters of liquid codeine worth approximately $3,250. Ohio State Highway Patrol reports that on November 9, at 2:56 a.m., troopers stopped a 2019 Ford Fusion with Ohio registration for a speed violation on Interstate 75. While interacting with the driver, troopers detected the odor of raw marijuana coming from the vehicle. A probable cause search revealed the contraband. The driver, Constance L. Harrison, 32, Flint, Mich., was incarcerated in the Hancock County Jail and charged with possession of ecstasy, a second-degree felony. If convicted, she could face up to eight years in prison and up to a $15,000 fine. |
Trooper/Motorist Sustain Injuries in Morrow County Crash
COLUMBUS – An Ohio State Highway Patrol Trooper and another motorist were injured this morning in a two-vehicle crash that occurred on Interstate 71 near Mount Gilead.
At approximately 2:40 a.m., a trooper was dispatched to locate a possible impaired driver reported to be in the area of milepost 155 on Interstate 71. The trooper was struck head-on by another vehicle traveling south in the northbound lanes. As a result of the crash, both vehicles caught fire.
A Good Samaritan stopped to provide assistance after the crash and was also injured. The driver of the wrong-way vehicle was transported to a hospital in Mansfield. The trooper and Good Samaritan were flown to hospitals in Columbus.
UPDATE – 8:00 a.m.
Trooper Jason Phillips was flown to the OSU Medical Center and is in critical condition. The driver of the wrong-way vehicle, Michael Marchak Jr, 36, of Mansfield, is listed in critical condition at OhioHealth-MedCentral Hospital in Mansfield. Further investigation has determined the vehicle being driven by Marchak is the same vehicle Trooper Phillips was dispatched to investigate.
Update – 11:00 a.m.
Trooper Jason Phillips remains in critical condition. He joined the Patrol as a member of the 164th Academy Class and earned his commission last November.
The Good Samaritan, Mr. Koso Tsiboe, 27, of Galloway, was treated for a minor leg injury and released from the OSU Medical Center.
Marchak remains in critical condition at OhioHealth MedCentral.
Update – 3:00 p.m.
Trooper Phillips and Mr. Marchak are stable but remain in critical condition.
MORROW COUNTY, OH (WCMH) — For the first time, Ohio State Highway Patrol Trooper Jason Phillips spoke publicly about the aftermath of the crash which nearly claimed his life.
Investigators said that the wrong-way driver, later identified as Michael Marchak Jr., crashed into Phillips cruiser at a high rate of speed.
FROM MANSFIELD NEWS-JOURNAL: Marchak was indicted Aug. 22, 2019, in Morrow County on two counts of aggravated vehicular assault, felonies of the second degree; one count of receiving stolen property, a fourth-degree felony; operating a vehicle impaired, a first degree misdemeanor; and driving under suspension, also a first-degree misdemeanor, according to court records.
Morrow County Common Pleas Judge Robert C. Hickson Jr. set a $50,000 cash bond for Marchak, who was dressed in a green-and-white striped jail suit. Marchak is not allowed to post 10 percent of the bond, Morrow County Assistant Prosecutor Thomas Smith.
Smith said Marchak has a history of not showing up for court and an extensive arrest record dating back to 2002 and also has convictions in Florida. Court officials said at Friday’s arraignment that Marchak was driving a stolen vehicle when he hit the trooper’s cruiser in June.
Marchak was taken to the Richland County Jail on Thursday on an unrelated warrant out of Richland County when he appeared for a hearing on a fifth-degree felony-drug possession charge in Delaware County Common Pleas Court, his attorney William Leber told media following the court proceeding. Leber said Marchak is awaiting sentencing on that case.
Marchak tested positive for methamphetamine after the I-71 crash, a spokesman for the Ohio Highway Patrol said in July.
Leber said Marchak has prior charges which involved drugs and alcohol.
“Michael needs to get some rehabilitation of mental health, drug and alcohol and physical rehabilitation,” Leber said.
Hickson ordered complete drug and alcohol screenings for Marchak, stating he was concerned for public safety. MORE
