Two DUI drivers arrested within Port Townsend construction zone; the Washington State Patrol Trooper arrested Christopher M. Lux, 30.

Port Townsend – Two impaired drivers were arrested Wednesday night within an hour of each other while
traveling within a construction zone on State Route 20 in Port Townsend.
A 22-year-old Port Townsend man was arrested by Port Townsend Police Department (PTPD) officers just after midnight Wednesday, June 11, 2018, after ignoring traffic controllers and nearly striking a worker. The driver was arrested and determined to be nearly two times over the legal limit.

Washington State Patrol spokeswoman Chelsea Hodgson reports that an hour later, Washington State Patrol (WSP) Troopers arrested 30-year-old Christopher M. Lux, of Port Townsend, who admitted to consuming alcohol while celebrating his 30th birthday. As the man drove up to the construction zone, he rolled down his window to speak to the traffic controller who detected the odor of intoxicants and
called for law enforcement. The driver was arrested and determined to be over three times over the legal limit.

Both men were booked into Jefferson County Jail for Driving Under the Influence.
Lakeside Industries Inc. started evening work in May on a Washington State Department of Transportation (WSDOT) project paving six miles of State Route 20 from the intersection of State Route 19 and the Port Townsend Ferry Terminal. WSP Communications has received 12 calls in the past month regarding erratic drivers, specifically citing excessive speed and lane travel.

With several construction projects continuing throughout the summer in Jefferson County, WSP is urging drivers to focus on driving safety. Drivers caught speeding within construction zones face double the fines.

Those who drive in a manner endangering the lives of others can be cited for reckless endangerment of a roadway worker, a gross misdemeanor with a 60-day license suspension.
In addition to the State Route 20 project, WSDOT also is replacing worn mechanics that operate the draw span of the Hood Canal Bridge (State Route 104) during evening closures. The City of Port Townsend is also completing its 2018 Water Street Enhancement Project. Madison Street will be closed July 20 and July 21 for a repaving project, according to the City of Port Townsend.

Washington State Patrol and Kitsap Detectives Arrest Zosimo Jumanan Aguada for 2015 Felony Hit and Run Death of Chris Lukkasson

Bremerton – Washington State Patrol announced that 49-year-old Zosimo Jumanan Aguada is suspected of being the driver in a felony hit and run case that killed a 64-year-old Port Orchard woman in 2015 was arrested Thursday afternoon in a coordinated effort by Washington State Patrol (WSP) and Kitsap County Sheriff’s Office (KCSO) detectives.

Sixty-four-year-old Christopher “Chris” Lukkasson was killed on October 14, 2015, after being struck by a vehicle in the 4800 Block of Victory Drive Southwest in Port Orchard. Lukkasson sustained blunt force injuries to her head and torso and was airlifted to Harborview Medical Center in Seattle. She succumbed to her injuries
the next day.

With cooperation from the Kitsap County Sheriff’s Office (KCSO) and Bremerton Police Department (BPD), the 49-year-old man was taken into custody at his Bremerton residence without incident. WSP Detective Krista Hedstrom was contacted by KCSO Thursday morning after deputies received a tip from a Kitsap County Jail inmate. The inmate stated he was a passenger in the van that struck Lukkasson and provided information that led investigators to the suspected driver and additional witnesses.

Detective Hedstrom, KCSO deputies, and BPD officers contacted the suspected driver at his downtown Bremerton address Thursday evening where he confessed to the incident. The man indicated the reason he left the scene was because he was scared, Detective Hedstrom said, but appeared relieved after speaking with investigators.

“To keep that secret that long finally caught up to him,” Hedstrom said.
He was booked in Kitsap County Jail for felony hit and run later that night where he is being held on a $500,000 bond. He is expected to appear in Kitsap County Superior Court 3 p.m. July 13, 2018.

Lukkasson’s family was notified of the arrest. The family provided no comment at this time. Detective Hedstrom stressed the cooperation of the KCSO and BPD was imperative to bringing closure to the case for the family.
“I told them from the beginning I wasn’t going to give up on them,” Detective Hedstrom said. “We were going to work this case until it was solved.”

Chris Lukkasson, 64, of Port Orchard, Washington joyfully entered the Kingdom of Heaven, last Thursday, October 15, 2015. Chris was a victim of a hit-and-run, while out enjoying a leisurely walk in her neighborhood.

Chris was born on May 21, 1951, in Honolulu, Hawaii to Joseph Collins and Jean Grey. She attended St. Pius X Catholic church and school, in Mountlake Terrace, Washington from Kindergarten through eighth grade. She graduated from West Bremerton High school in 1969. Chris married her high school sweetheart, Mark Lukkasson, the summer before their senior year on July 25, 1968. Chris loved to go camping, 4-wheelin, river rafting, and snow skiing with Mark. She also loved playing Pinochle, Aggravation and spending time with him. Chris enjoyed her life as a Homemaker for 47 years while married to Mark.

Throughout her life Chris enjoyed spending time with her family, sewing, cooking, gardening, walking through beautiful fir trees and overhead blue expanses, viewing abundantly serene mountain escapes, graceful bald eagles and enthusiastic hummingbirds, in Western Washington. She truly loved nature.

Chris was preceded in death by her father and birth mother. She is survived by her husband Mark Lukkasson, children Jennifer Lukkasson Crider and Marcus Lukkasson, granddaughters Ali Lukkasson and Graci Crider, sister Jane Imbler and brothers Michael Collins, David Donley, Mike Grey and Mom Esther Lukkasson and sisters Arlene Morris and Connie Rouse.

Grammy immensely loved spending time with her granddaughters, taking them to movies, going to the local arcade, playing indoor Hide and Seek, playing games and having Barbie tea parties when they were younger. She loved watching them play soccer, basketball and volleyball and also enjoyed listening to their musical talents of piano and violin. Ali and Graci were truly special to Chris, as she wanted to spend every available moment with them.

Chris and her daughter Jennifer had a very special relationship. They enjoyed shopping, cooking, holiday crafts and arts, also just enjoying each other. Chris would call 43-year-old Jennifer and tell her to go to bed, when it was time. She was Jennifer’s number one fan when she participated in her first triathlon at the age of 40. Chris loved in depth discussions with Jennifer about Christianity.

There was also a very special relationship between Chris and her son Marcus. They loved having very intellectual discussions on all sorts of topics. They also loved watching FOOTBALL and talking about players and stats. She was a true # 12! She also looked forward to hearing about his golf game.

Chris was such a caring and kind person to all.

Indian Wells Police charged Nicacio Robles-Hernandez with DUI after he rammed his Mercedes into a street sign

Nicacio Robles-Hernandez, 46, of Palm Springs. DUI crash at 7 am on July 15, 2018, arrested by Indian Wells Police

According to Riverside County Sheriff’s Sgt. Clayton Hughes, on Sunday, July 15, 2018, around 7:12 AM, officers from the Indian Wells Police Department received a report of a traffic collision in the area of eastbound Fred Waring Dr. X Elkhorn Trl., in the city of Indian Wells.

Police say that their investigation revealed that a white Mercedes E320 had been traveling east on Fred Waring when it lost control and collided with the center median and struck a city street sign in the center median. The driver was identified as Nicacio Robles-Hernandez, 46, of Palm Springs. He was administered a standard field sobriety test and found to be driving under the influence.  He was arrested and booked into the Riverside County Jail in Indio, with a bail of $2,500.

The investigation is still ongoing and the Riverside County Sheriff’s Department encourages anyone with information about the traffic collision to contact the Indian Wells Police Department at 760-836-1600, or Crime Stoppers at 760-341-STOP (7867).

DWI HIT PARADE DUI driver Jared Herbert needed scales to weigh out his pot

UPDATE: Jared Wells Herbert pleaded guilty on June 5, 2018, to possession of more than 10 grams of pot and in a plea deal with Anne Arundel States Attorney Wes Adams received a verdict of Probation Before Judgement, with no fine and no time. Herbert also pleaded guilty to negligent driving in a plea deal arranged by his attorney, Peter Sean O’Neill, of Glen Burnie, Md. The DUI charge was dropped by States Attorney Adams.

ANNAPOLIS, MD. – What does a DUI driver become impaired on first? The pot or the booze? It doesn’t make any difference when that driver kills someone and soon an Anne Arundel County District Court Judge will have to take a look at the long and extensive driving record of this driver and decide if his reckless disregard for others on Maryland highways will one day end someone’s life.

Maryland State Police at the Annapolis Barrack reports that on March 14, 2018, Trooper First Class T. Holson conducted a traffic stop on a black 2014 Lexus in the area of Solomon’s Island Road and West Street for displaying an expired vehicle registration plate.

The driver was identified as Jared Wells Herbert, 40, of 304 Love Point Ave., Stevensville, Maryland. Upon contact with Herbert, Trooper First Class Holson detected the strong odor of an alcoholic beverage, as well as the odor of marijuana. Herbert was subsequently placed under arrest for driving under the influence of alcohol. A probable cause vehicle search revealed 42.7 grams of marijuana, two (2) glass smoking devices and one (1) digital scale. Herbert was transported to the Annapolis Barrack for processing. Herbert was charged with possession of marijuana greater than 10 grams, three (3) counts of possession of CDS paraphernalia, driving under the influence of alcohol, and numerous other traffic charges related to the expired vehicle registration.

Herbert was transported to the Anne Arundel County District Court Commissioner’s Office where he was released on his own personal recognizance.

In spite of a possibly thriving business in weed, Herbert has filed to have a free taxpayer-provided attorney from the Public Defender’s Office.

With a long trail of tickets for driving while suspended, driving off of the roadway to pass other vehicles, speeding and failing to provide a driver’s permit to an officer on demand – Herbert acts as a training aid to several police departments – almost all the time driving the Lexus.

Herbert will appear for trial in District Court on June 5, 2018, in Annapolis. There is a very good chance he will drive to the hearing. Maybe he will have a permit to drive.

I-95 Demon Run from North Carolina to Pennsylvania: Sarah Elizabeth Collins Arrested in Parking Lot of Chick-fil-A for DUI with 2 Kids in Car

STAFFORD, VA. The drug use of those who aspire to become new statistics in the fatal overdose column features another Meth-Mom on a morning druggie interstate trip to Pennsylvania. In this madcap adventure, at least it was for her hungry children as they wound up at the Chick-Fil-A just off I-95 in Stafford when their mother pulled into the parking lot and passed out at the wheel of her slumbercoach minivan.

Stafford Sheriff David Decatur reports that Sara Elizabeth Collins, 35, of Chambersburg, Penn., was arrested on Sept. 20, 2018, in the parking lot of the Chick-fil-A on Route 17 in Stafford County for driving under the influence with two children in the vehicle.

Police say that at approximately 7:44 a.m., Stafford Sheriff Deputy Gale responded to a reported overdose at 1094 International Parkway. The caller observed a woman hunched over the steering wheel of a silver minivan with Pennsylvania license plates.

The deputy approached the vehicle and observed a woman frantically moving around in the driver’s seat. The deputy noticed that Collins was very jittery, had pinpoint pupils and bloodshot eyes. There were two juveniles, a four-year-old and a fourteen-year-old, in the vehicle with her. The children were later turned over to Stafford County Child Protective Services until a family member could pick them up.

The suspect told deputies she took several pills earlier that morning and then she hit the highway.

Police say a search of the vehicle following her arrest revealed drug paraphernalia and over 150 prescription pills. The driver was identified as Sara Elizabeth Collins, 35, of Chambersburg, Pennsylvania. She told the deputy she was driving from North Carolina to her home in Pennsylvania.

Collins was one ticked-off alleged junkie when was taken into custody and incarcerated at Rappahannock Regional Jail on a secured bond. She is charged with possession of a controlled substance, felony child neglect, and driving under the influence with children in the vehicle.

SPEED AND ALCOHOL BEING INVESTIGATED IN TRIPLE FATALITY CRASH NEAR GATES – MARION COUNTY

David Trimble of Lebanon Oregon killed three people in alcohol and speed suspected crash into trees.

Oregon State Police report that on Monday, October 1, 2018, at approximately 6:42 pm, Oregon State Police Troopers, and emergency personnel responded to the report of a motor vehicle crash on Hwy 22E near milepost 35.

Preliminary investigation revealed that a silver 2004 GMC Envoy carrying five occupants, was traveling westbound on Hwy 22E when the vehicle left the roadway and struck several trees.

The Driver and one passenger were transported with serious injuries to local hospitals.

The operator of the GMC Envoy has been identified as David Trimble, 31, from Lebanon, Oregon was transported to the hospital with serious injuries.

PASSENGERS:

Brandon Mims (34) Lebanon, OR. transported to a hospital with serious injuries.

Daniel Oliver O’Neal (24) Foster, OR. sustained fatal injuries and pronounced deceased at the scene.

Amanda Salmon (23) Lebanon, OR. sustained fatal injuries and was pronounced deceased at the scene.

Stacie Williams (31) Ocala, Florida sustained fatal injuries and was pronounced deceased at the scene.

Two occupants were ejected from the vehicle and pronounced deceased at the scene.  A third occupant remained in the vehicle and was also pronounced deceased at the scene.

Hwy 22E was completely closed for approximately 2.5 hours following the crash before the eastbound lane was opened.

OSP was assisted by the Marion County Sheriff’s Office, Keizer Police Department,  Gates Fire, Lyons EMS, and Oregon Department of Transportation.

Amanda McKenzie Salmon, 23, of Lebanon, died Monday, following a motor vehicle accident.
Amanda was born July 6, 1995 in Albany, Oregon. She lived in Kentucky and Colorado before moving to Independence, Oregon in 2009, where she graduated from Central High School in 2014.
Amanda then attended and completed the Air and Hospitality Academy Program in Vancouver, WA. She took a position with Norwegian Cruise Lines in Hawaii where she worked for 1 ½ years. Amanda then moved to Lebanon and attended Linn Benton Community College. She had just recently began working for Brookdale Assisted Living in Lebanon.
Amanda enjoyed baking especially cakes and doing crafts. She loved horses and dreamed of owning a horse ranch and working in an animal rescue.
She is survived by her parents Buffy and Ron Dove, Kevin and Stacie Salmon, brothers, Kyle Salmon, Shawn Dove, Andrew Salmon, Nathan Dove, Gabe Salmon and Zach Salmon, grandparents Kenneth and Linda Clark, Sharon and Bob Mitchell, Merrill and Alice Salmon, , Robert Dove and Rudy and Brenda Page, and great-grandmother Lois Keating.
Viewing will be from 4 – 7:00 PM, Wednesday, October 10, at Huston-Jost Funeral Home.
A graveside service will be held at 11:00 AM, Thursday, Oct. 11, at Willamette Memorial Park in Albany. A celebration of her life will follow at 1:00 PM, Thursday, Oct. 11, at South Albany Community Church, 2418 SE Geary St, Albany, OR 97322. Daniel Oliver O’Neal, 24, of Foster, passed away Monday.

He was born in Santa Rosa, California, to Brian Oliver O’Neal and Joy Anna Stackhouse.

He and his family moved to Foster in 2003. He loved baseball and was a great pitcher. He was also a huge Steelers fan. He worked at Walmart in Lebanon.

Daniel enjoyed camping, fishing, music, drawing, hiking, the ocean and always loved being with and playing with his nephew Delton. Danny “Bro” was loved by many friends and was always there for them. He will always be loved and never forgotten.

He is survived by his parents, Brian O’Neal and Joy Stackhouse of Foster; grandparents, Jack and Lana Stackhouse of Foster; brother, Anthony O’Neal of Lebanon; aunt, Kris Stackhouse-Marx of Sacramento, California; uncle, Matt Stackhouse of Lebanon; nephew, Delton who always put a smile on his face; numerous great uncles and aunts; and many cousins.

Daniel was preceded in death by his grandfather, Delton Ray O’Neal, in 1992; and grandmother, Ida O’Neal. in 2014.

A celebration of life will be 4 p.m. on Monday, October 8, at Sweet Home Funeral Chapel.

After being processed for the arrest, Reyes-Salmeron was issued the following motor vehicle summonses: Driving While Intoxicated (DWI), Refusal to Submit to Chemical Testing of her Breath, Reckless Driving, Careless Driving, Obstructing Traffic and Failure to exhibit an Insurance Card. She was released with a pending court appearance.

On 08/15/18 at approximately 10:20 pm, Diego Martinez-Aguilar (age 29) of Bridgewater NJ was arrested for Driving While Intoxicated (DWI) after he was stopped for a motor vehicle violation on East Main Street. After being processed for the arrest, Martinez-Aguilar was issued the following motor vehicle summonses: Driving While Intoxicated (DWI), Refusal to Submit to Chemical Testing of his Breath, Reckless Driving, Failure to Maintain Traffic Lane and Failure to utilize Headlights. He was released with a pending court appearance.

On 08/26/18 at approximately 6:40 pm, Gerson Rodriguez (age 47) of Bound Brook NJ was arrested for Driving While Intoxicated (DWI) following a motor vehicle crash which occurred on U.S. Highway 202/206 North. On 07/22/18, Richard Hanley Jr. (age 21) of West Milford NJ was arrested for Driving While Intoxicated (DWI) after officers located his vehicle on Route 202-206.  After being processed for the arrest, Hanley Jr. was issued motor vehicle summonses for Driving While Intoxicated (DWI) and Operating an Unsafe Vehicle.  He was released with a pending court appearance.

South Carolina: Clifford Elliott Maxwell has been arrested and jailed on felony DUI for the death of a motorist on Rt. 17 in Ravenel

Charleston County Sheriff reports that Clifford Elliott Maxwell has been arrested and held without bond in the traffic fatality which took place on Highway 17 in Ravenel.

The crash occurred just after 8 pm when Charles County Deputies were dispatched to the scene of a two-car collision on southbound Savanah Highway in Ravenel.

Police say that the driver of one vehicle died at the scene. The driver of the other vehicle was
transported to a hospital with serious injuries and later was jailed without bond in the Charleston County Jail.

Delaware: Lenient liberal Judges Keep Highways Littered with Repeat Offender DWI Drivers: Gavin Coates Now Up to Third DWI

According to Rehoboth Beach Police Lt. Jaime Riddle, Gavin A. Coates, 48, of Oxford, Pa. was arrested Friday (09/14/18) evening for a third offense of driving a vehicle under the influence of alcohol after committing a traffic violation on Rehoboth Avenue.

Just after 9:00 pm a Rehoboth Beach Police officer observed Coates, who was operating a silver Toyota Camry, making an illegal turn at the intersection of Rehoboth Avenue and Second Street.  The officer stopped Coates and upon making contact with him observed signs of intoxication.  Coates was administered standardized field sobriety test and subsequently taken into custody for driving under the influence of alcohol.

Coates was transported back to the Rehoboth Beach Police Department for further testing at which time officers determined that Coates had prior DUI related convictions.

Coates was arrested and charged with 1 count of felony third-offense driving a vehicle under the influence of alcohol and 1 count of failure to obey a traffic control device.

Coates was committed to Sussex Correctional Institution in default of $2100.00 secured bail.

Jesse VanEps, 18 charged with DWI drugs hit NYSP Trooper Smith head on Oct. 2, 2018.

New York State Police are investigating a two-car motor vehicle crash that occurred on October 2, 2018, at approximately 6:30 p.m. on State Route 55 in the town of Bethel. Trooper Brandon Smith, of State Police Roscoe, was traveling east on State Route 55 operating a 2013 Ford Explorer, when a 1994 Jeep Cherokee, being operated by Jesse VanEps, age 18, of Eldred, NY was traveling west on State Route 55.

New York State Police report that Trooper Smith observed the jeep drift off the north shoulder and ultimately reenters the eastbound lane that Trooper Smith is traveling in and attempted took evasive action but was unable to avoid the Jeep Cherokee and was struck head-on injuring both drivers.

Jesse VanEps, 18, of Eldred, NY was traveling west on State Route 55. and hit NYSP trooper head on Oct. 2 2018

Trooper Smith was transported to Catskill Regional Medical Center where he was treated for non-life-threatening injuries. VanEps was also transported to Catskill Regional Medical Center and was treated for non-life-threatening injuries

VanEps was charged with Driving While Ability Impaired by drugs (DWAI Drugs) and released on an appearance ticket returnable to the Town of Bethel Court on October 9, 2018, at 5 p.m.

California; Penny Lynn Zavitka charged with DUI drugs by Palm Desert Police Department in Black Friday Special on Jail Cell in Riverside County

Riverside Sheriff’s Dept. reports that on Friday, November 23, 2018, at approximately 9:07 AM, officers from the Palm Desert Police Department responded to a single vehicle traffic collision in the 75000 block of Kelsey Circle, Palm Desert.

It was determined the driver, Penny Lynn Zavitka, 52 years of La Quinta, was traveling eastbound on Kelsey Circle and collided with two parked vehicles.  Zavitka did not sustain any injuries as a result of the collision, but during the investigation, it was determined that Zavitka showed symptoms of being under the influence of a controlled substance.

Zavitka was arrested for driving under the influence and was transported to a local hospital as a precaution.  Once treated, she was booked into the Riverside County Jail in Indio.

Shelley Rose was arrested Nov. 20, 2018, by the Lauderdale County Sheriff’s Department for her fourth offense felony DUI. She was released from the county detention center on a $10,000 bond about eight hours later.

Lauderdale County Chief Deputy Ward Calhoun said deputies arrested the 48-year-old Rose after the department received calls about the possibly intoxicated driver of a Dodge Caravan. Witnesses said Rose allegedly drove off the roadway and sideswiped a concrete parking barrier.

 After she bailed out of the Lauderdale Detention Center, records show the Ellisville Police Department in Jones County arrested Rose the next day, on Nov. 21, on a public drunkenness charge. Ellisville is about an hour south of Meridian on I-59.

Rose was released without bail later that night, according to the Jones County Sheriff’s Department website.

Less than two days later, Rose was heading north on I-59 when her Dodge Caravan collided head-on into Bright’s Saturn Ion and Vincent’s Nissan Altima.  A southbound Honda CRV then crashed into the Saturn and rolled over into the wood line, according to the Mississippi Highway Patrol. The agency is investigating the crash.

Turnage, who was preparing Thanksgiving dinner when he was called to the crash scene, said several witnesses who saw Rose driving the wrong way called 911, hoping to prevent an accident. But it was too late.

In Mississippi, a third DUI is a felony for anyone with two convictions if the first two DUI charges occurred within the previous five years. A third offense carries a sentence of one to five years.

Last year, the law changed to make a fourth offense, no matter the time period involved, a felony punishable by a minimum prison sentence of two years, with a maximum of 10.

Still, some in law enforcement say their hands are tied by the slowness of the court system in putting these cases together. And getting information from jurisdictions where previous DUI offenses have occurred is still a challenge, Lauderdale County Sheriff Billie Sollie said.

“In these cases, there’s a lot of post-incident reports to be conducted. Part of the problem is getting these cases for the prosecution. There can be multiple counties and jurisdictions involved and it’s not easy getting that information through the courts,” he said. MORE
